Charles Stephen (Steve) Northcutt, age 72, of Malven, died Thursday, May 2, 2024 at his home. He was born on January 4, 1952 in Truman, Arkansas, to the late Charles Northcutt and Gloria Bomar Northcutt. Reared and receiving his early education in Little Rock and Magnolia, Arkansas, he later attended Arkansas Tech and ultimately received his Master's Degree in Educational Leadership from Ouachita Baptist University. Steve was an avid softball enthusiast, and played for many years on multiple nationally ranked teams. After retirement from softball, Steve was elected to the Softball Hall of Fame. He served as an officer with the Malvern Police Department in the 1970's. Steve served four terms as Mayor of Malvern. During his tenure leading the city, Malvern saw many advances and improvements that benefitted its citizenry. Some of those are: the Malvern Boys and Girls Club, the Malvern Senior Adult Center, the Malvern Water Park on the Ouachita River, the Highway 270 bypass, the new sidewalks and street lighting on Main Street, the sidewalk on South Main Street from the Petty Center to Sulphur Springs Road, the Department of Correction, Ouachita Unit, the new water treatment facility, and many other things that helped the city and its residents.
When he wasn't serving as mayor or playing softball, Steve had been an insurance agent for State Farm and Farmers, having stepped in upon the death of his father-in-law, E. O. Cooper.
Steve sat on many boards and was a member and past president of the Malvern Rotary Club.
He is survived by his brother, Mark Northcutt (Jeannie) of Athens, Georgia; sister, Diann Doherty (Paul) of Little Rock; step-son, Rex Oswalt of Biloxi, Mississippi; grandchildren, Farah Oswalt Gulley (Chad), Aaron Hollingshead (Regan), and Evan Hollingshead.
He was also preceded in death by his son, Shane Northcutt, his step-daughter, Tracy Northcutt, and his sister, Janet Northcutt Williams.
Funeral services will be at 11:00 Tuesday morning, May 7, 2024 in the chapel of J. A. Funk Funeral Home with Brother Mark Northcutt officiating. Interment will follow in Shadowlawn Memorial Park Cemetery.
A visitation will precede the service, beginning at 10:00.
In lieu of flowers, memorials are requested to the Malvern Boys and Girls Club.
